Harlan was hired for Nashville's Metro Water Services much-needed expansion and retrofit of the Central Wastewater Treatment Plant. A major consideration was construction planning and sequencing in order to maintain continuous operation throughout the construction phase.

The project featured expansion of the 4,160-volt power distribution system and fully automated instrumentation and control system in order to accommodate process modifications which included the addition of aerated grit removal facilities, mechanically cleaned bar screens, odor control systems, rectangular primary clarifiers, draft tube type course bubble activated sludge basins, oil cooled centrifugal blower, rapid return secondary clarifiers, return and waste sludge pumping facilities, an intermediate pumping station and new chlorination/dechlorination facilities.  The plant capacity was tripled from a rated capacity of 110 to 330 mgd.
